Develop the means to monitor about 100 square miles of ocean or less with 459 nano-meter optical equipment and the computer processing to interpret the scans, and you render two thirds of American nuclear deterrence worthless. The boats will be tracked the moment they leave port, obscuration based or any other type of tactics will have no practical effect in evading tracking. Maybe in ten years time before any of the new boomers are commissioned the Chinese or Russians will host a website giving the entire world the precise location of all the SSBN’s down to a foot or two.
