Document: Trilateral Agreement to Share Information on North Korean Missile and Nuclear Programs

The following is the trilateral information sharing arrangement concerning the nuclear and missile threats posed by North Korea between the Ministry of National Defense of the Republic of Korea, the Ministry of Defense of Japan and the Department of Defense of the United States of America. The three countries signed the agreement on Dec. 28, 2014.

    So if I understand this correctly, the USA must always be in the loop. If Japan wants to pass classified information to ROK or vice versa, it will always go to the Americans first. Then the Americans pass it to the receiving party. This seems like it could be cumbersome in a crisis.
