The following is the Nov. 8, 2013 Judge Advocate General investigation into the Sept. 16, 2013 shooting at the Washington Navy Yard, released on March 18, 2014.

At 0744 on the morning of September 16, 2013, Aaron Alexis, an employee of The Experts, Inc., drove through the 6th Street Gate onto the Washington Navy Yard (WNY). He used his valid Common Access Card to gain access to the base. He parked in Building 28, a garage across the street from Building 197, the Naval Sea Systems Command (NAVSEA) Headquarters. The FBI’s search for a suspected second shooter during the Sept. 16 lockdown at the Washington, D.C. Navy Yard created extensive interior damage during the six hours before the law enforcement agency determined suspected shooter Aaron Alexis acted alone, said Naval Sea Systems commander Vice Adm. The Navy will not demolish the site of the Sept. 16 Washington, D.C. Navy Yard shooting, Navy officials told USNI News on Thursday.

The Navy has awarded a $6.4 million contract that would, “make immediate safety repairs to the facility, conduct detailed damage assessments, and develop alternative concept designs,” for the Naval Sea Systems Command (NAVSEA) headquarters building according to a Sept. 30 award provided to USNI News on Wednesday.
