The following is a Jan. 8, 2015 memo from Air Force Lt. Gen. David Goldfein, the Pentagon’s joint staff director, announcing the creation of the Joint Concept for Access and Maneuver in the Global Commons (JAM-GC). The new effort, previously known as Air Sea Battle, will be over seen by the Pentagon’s J-7 directorate.
